Joker presents a blunt plan as though it solves everything. Start with “It’s simple,” then propose the obvious, impractical, or overly drastic shortcut.
The confidence is the joke. A complicated situation gets reduced to one instruction, with all the difficult consequences left out.
Your plan can be sensible or ridiculous. A tiny everyday problem paired with Joker’s serious expression is often enough to make the contrast work.
Heath Ledger’s Joker delivers the line in Christopher Nolan’s The Dark Knight (2008). At a meeting of Gotham’s criminals, he answers a request for a plan by proposing that they kill Batman. [1]

Keep a short introduction at the top and put the proposed solution along the bottom. Leave Joker’s eyes and mouth clear.
The bottom caption should be a complete action. If the reader needs a long explanation of the problem, shorten the setup before adding more text.
