Give the left side an accusation and the cat a reply that misses, rejects, or takes the point far too literally.
The pointing woman and the cat at the dinner table appear to be in an argument. A serious complaint on the left can meet a calm excuse, a pedantic correction, or a completely different interpretation on the right.
You can also label each side instead of writing dialogue: the rules versus the person finding a loophole. Choose one approach for both panels so readers know whether they're seeing speakers or ideas.

Write a complaint that has one obvious meaning. Then look for a literal reading the cat could hide behind. 'You said you'd bring something' can be answered with 'I brought my appetite.' The reply connects to the words while dodging the request.
Keep each side brief. The image is wide, and each speaker only gets half of it. Put the captions below the faces to preserve both reactions.
