A referee appears to have an endless supply of yellow and red cards. Use the edited photo for someone who responds to a small mistake with far too many penalties.
The pile of cards exaggerates how readily the referee punishes the player. Your caption can turn him into a strict teacher, an overzealous game moderator, or a friend inventing house rules.
The extra cards are part of the image edit. The meme makes a joke about excessive enforcement; it is not evidence of what happened in the photographed match.
Set up the minor mistake across the top, then put the exaggerated response at the bottom. Keep the referee’s raised hand and the falling cards visible.
You can also label the player and referee as two roles. Choose a situation where the rules seem to multiply as soon as someone breaks one.
